Charter school competition

I do agree that competition has done wonders in manufacturing.  Look at the latest technology i.e. iphone and ipad.  I remember the breakup of Ma’ Bell and the burst of phone improvements that followed.  I am not sure that it works with people.  Education involves people as the product and thus is a social science.  In the latest (Oct.) Educational Leadership, Michael Fullan stated, “whole-system education reform focuses on the wrong drivers: accountability, individual teacher development, technology, and piecemeal reform components.”  He believes it would be better to focus on “capacity building, teamwork, pedagogy, and system reform.”  I tend to agree with his statement.  The problem is how. Is there a team approach that could work?
